JOB DESCRIPTION


Position Title: Program Officer
Reports to: WWF North Africa Conservation Director 
Location: Tunis
Closure date: Monday June 24th , 12p.m UTC+1 (Tunis time)

  1. PURPOSE

WWF is one of the world's leading biodiversity conservation organisations; its mission is to halt the degradation of the planet's natural environment and build a future in which humans live in harmony with nature. 
WWF began operating in Tunisia in 1994, and implements the WWF conservation program throughout the North African region to safeguard natural environments and the species that live in them, promote sustainable lifestyles, train decision-makers, support citizens in their efforts to reduce their ecological footprint, and contribute to the environmental education of young people.
 

  1. MAJOR FUNCTIONS

The BIODEV program officer leads and manages the implementation of the BIODEV phase 2 project aiming at mainstreaming Biodiversity in Tunisia, according to agreed objectives and time scale. The BIODEV program officer is also responsible of the project coordination, she/he builds and manages partnerships first with the program partners and also coordinates with local partners composed of civil society actors, the private sector and the government at the relevant administrative levels, he/she Defines terms of reference, develop work plans and implements the project activities, external consultants and project beneficiaries, follow the progress of project partners and monitors expenses. The program officer coordinates on at daily basis with the WWF managers for project related relations with public institutions, communications, administration and office running issues.
 

  1. MAJOR DUTIES AND RESPONSIBILITIES 

 

  • Leads, manages and monitors the implementation of the work plans of the project with the support of the Conservation Director and in coordination with the Program Mangers, ensuring input and endorsement of these plans by WWFNA Directors,

  • Leads the building of a strong collaboration with the BIODEV Project Partners.

  • Makes sure that the project activities contribute to WWF North Africa Conservation Strategy 

  • With support from WWF NA Conservation Director, develops work plans for the implementation of the project and makes sure the timeline is respected. When needed revises work plan to cope with adjustments agreed with the WWF NA Conservation Director 

  • Organises and leads the coordination meetings with project partners and key involved stakeholders;

  • Preparation of ToRs to recruit the needed experts and follow the hiring process;

  • Organises the logistics for meetings and workshops

  • Adjusts the monitoring framework for the project as detailed in the proposal and collects data for its implementation;

  • Prepares progress technical report and contribute to financial reports for the project according to the schedule agreed with the supervisor;

  • Responds to media enquiries and give interviews when and if needed with support of the Communications Manager and/or the supervisor;

  • Supports the Conservation Director to develop Policy support activities in Tunisia and North Africa, scoping opportunities pertaining to the Global Biodiversity Framework implementation;

  • Perform any other duties assigned by the supervisor.


 

  1. QUALIFICATIONS: 

 

  • Minimum qualification is Bachelor’s degree (at least Bac + 4) in economics, project management, business administration, sustainable development or a related field.

  • At least 5 years’ experience in project or programme management preferably in an international environment.

  • Excellent written and oral communication skills. Fluency in French. Good skills in both Arabic and English are required.  

  • Excellent interpersonal skills and teamwork. Able to work effectively and harmoniously in a multicultural environment.

  • Ability/experience in facilitation stakeholder processes, engaging communities and institutional actors.

  • Presentation and writing skills to produce presentations for stakeholders and project documents.

  • Ability to coordinate technical consultants.

  • Field project implementation skills, including basic budget management, organisation of events.

  • Communication skills, ability to talk to the public.

  1. WORKING RELATIONSHIPS:

Internal. 
Reports and interacts regularly with the Conservation Director (the direct supervisor); and closely coordinates and interacts with all other assigned WWF NA team members.
External. 
Interact with relevant partners both at international; national and local level according to the project objectives.
